Vice President of Research and Program Development

Calvin W. Lowe, Sc.D.

Dr. Calvin Lowe arrives at NIA as a past president of Bowie State University in Maryland and vice president for research at Hampton University in Virginia. Dr. Lowe has specialized in organizational transformation, inspiring those under his leadership to capitalize on technical strengths while expanding strategic capabilities.

Lowe succeeds Dr. David Peake, who has been appointed NIA’s new Vice President of Commercial Aeronautics Programs.

In his new role, Dr. Lowe will oversee NIA research programs and directs efforts to expand the Institute’s research portfolio.  His mandate includes assembling and leading successful research teams that incorporate university faculty, Institute research staff, industry partners and government laboratories.

In six years at Bowie State, Dr. Lowe founded that University’s first Schools of Education and Business, and initiated the University’s first Master of Business Administration program.  He also oversaw a successful Bowie State project to build one of the world’s 500 fastest supercomputers.  The campus also saw extraordinary growth, setting record undergraduate enrollment, constructing 3 new buildings and significant renovation in 4 others, and a complete renovation of the campus grounds.

At Hampton University, Dr. Lowe was instrumental in building an internationally recognized atmospheric-sciences research group.  During his five-year tenure, Dr. Lowe oversaw development of a unique database to improve computer matching of professors’ research interests with funding opportunities.  The result was a sharp increase in grant/funding requests and subsequent proceeds: Hampton’s funded research increased approximately 70 percent, to $30 million per year.

Dr. Lowe received a Bachelor of Science degree in physics from North Carolina A&T State University, and both a Master of Science in plasma physics and Doctor of Science in solid-state physics from the Massachusetts Institute of Technology.
